What tenders usually ask

  • "Provide your environmental policy, or ISO 14001 certificate or equivalent." A policy often satisfies this for smaller contracts.
  • Discretionary exclusion questions on environmental misconduct (Procurement Act 2023, Schedule 7).
  • Scored questions on reducing environmental impacts during delivery.
  • For in-scope central government contracts above £5m a year, a Carbon Reduction Plan under PPN 006.

Where to start

Start with a strong environmental policy and a waste management policy, since every business has a waste duty of care under s.34 of the Environmental Protection Act 1990. If you pursue ISO 14001 later, the policy becomes your starting point.

Frequently asked questions

Is ISO 14001 mandatory for public-sector tenders?

No law requires it. Some buyers ask for ISO 14001 "or equivalent", particularly for larger or higher-impact contracts; many accept a signed environmental policy with evidence of how you apply it, especially for smaller contracts. Read the conditions of participation for each tender.

Do I need a Carbon Reduction Plan as well as an environmental policy?

Only where the buyer asks for one, for example in-scope central government contracts above £5m a year under PPN 006. The two documents do different jobs, so where both are requested you need both.

Can my environmental policy be used for ISO 14001 later?

Yes. ISO 14001 requires an environmental policy, so a good policy is the natural starting point if you later build a certified management system.
