What is a carbon reduction plan and who needs one?
A Carbon Reduction Plan (CRP) is a published document committing your organisation to net zero by 2050, reporting Scope 1, 2 and specified Scope 3 emissions, and setting out reduction measures. Under PPN 006 it is a pass/fail condition of participation for in-scope central government contracts above £5m a year.
Central-government buyers ask for a Carbon Reduction Plan (CRP) on in-scope contracts worth more than £5 million a year (including VAT). PPN 006 replaced PPN 06/21 for procurements commenced on or after 24 February 2025 under the Procurement Act 2023; the core CRP format did not change. The NHS and many prime contractors also ask for CRPs on smaller contracts. This template follows the standard structure: commitment to net zero by 2050, baseline and current emissions (Scope 1, Scope 2 and the specified Scope 3 categories), and reduction measures. You must add your own emissions data and have it approved at board level.
Why buyers ask for this

What is the difference between PPN 06/21 and PPN 006?
PPN 006 replaced PPN 06/21 for procurements commenced on or after 24 February 2025 under the Procurement Act 2023. The core Carbon Reduction Plan requirements did not substantively change.
Can the template calculate my emissions?

Which Scope 3 emissions must a CRP include?
PPN 006 requires five Scope 3 categories: upstream transportation and distribution, waste generated in operations, business travel, employee commuting, and downstream transportation and distribution.
